CIDA is contributing $25 million over three years to the United Nations Development Programme (UNDP) “Enhancing Legal and Electoral Capacity (ELECT)” project to support the 2009 Presidential and Provincial Council elections and the 2010 Parliamentary and District elections. By working directly with the Independent Election Commission of Afghanistan, the UNDP-ELECT project offers the main vehicle through which Canada can support the core mechanisms of these elections. Examples of these mechanisms are: registering voters, recruiting and training election officials, producing and transporting election materials, and verifying results, while respecting Afghan ownership of the electoral process. The program also helps to create key bodies such as the Electoral Complaints and Media Commissions. In partnership with others, the UNDP-ELECT project will also support complementary programming on voter education and outreach, as well as police training.
