The primary objective of the United Nations High Commission for Refugee (UNHCR) is the voluntary repatriation and initial reintegration of Afghan returnees. In parallel, UNHCR has developed policies and is establishing arrangements to aid the Government of Afghanistan to manage population movements within, into, and outside of Afghanistan. UNHCR is also continuing to assist internally displaced persons and providing support to the Government of Afghanistan in meeting humanitarian needs and identifying durable solutions for these groups.
