Supporting Democratic Development: Elections and Strengthened Public Institutions
One of Canada’s six priorities in Afghanistan is to help advance Afghanistan’s capacity for democratic governance by contributing to effective, accountable public institutions and electoral processes. With funding of up to $355 million* allocated over three years, Canada fworks to:
- provide financial and technical support for the elections process (presidential elections in 2009 and parliamentary elections in 2010), including the establishment of a national voter registry;
- collaborate with other international donors to provide technical and financial resources to support the Independent Elections Commission, including the establishment of an independent electoral complaints commission; and
- provide select national institutions/departments with technical expertise, training and mentoring, equipment, and program support.
Canadian objectives for 2011
Canada expects that by 2011 national, provincial, and local institutions—particularly those in the province of Kandahar—will exhibit an increasing capacity for democratic governance in the deliberation and delivery of public programs and services, and in carrying out democratic elections.
Indicators include a demonstrated ability of Afghan ministries to plan, resource and maintain the delivery of services and put in place effective budgeting mechanisms, and the ability to manage the 2009 and 2010 elections.
Additional facts
Canada contributed more than $36 million to the organization of the 2004 presidential and 2005 parliamentary elections. Canada has also supported several national governance programs that benefit the province of Kandahar, including the payment of civil service and police salaries through the Afghanistan Reconstruction Trust Fund and Law and Order Trust Fund.

- فراهم نمودن حمایت مالی و تخنیکی برای پروسۀ انتخابات (انتخابات رئیس جمهوری در سال 2009 و انتخابات پارلمانی در سال 2010) بشمول پروسه راجستر رای دهنده گان.
- همکاری با تمویل کننده گان دیگر بین المللی برای فراهم نمودن منابع تخنیکی و مالی جهت حمایت از کمیسیون مستقل انتخابات، بشمول ایجاد یک میکانیزم شکایات انتخاباتی
- فراهم نمودن حمایت تخصص تخنیکی، آموزش و مربی، تجهیزات و برنامه برای نهاد ها / دیپارتمنت های ملی.
اهداف کانادا برای سال 2011
کانادا توقع دارد تا سال 2011 نهاد های ملی، ولایتی، و محلی - بخصوص در ولایت کندهار - برنامه ها، خدمات و انتخابات را به شکل خودکفا، قوی و دیموکراتیک را عملی کنند.
علایم مؤفقیت متشکل از توانایی چشمگیر وزارت های افغانستان جهت طرح و ارایه خدمات عامه در کندهار، ثبوت اعتماد عامه در نهاد های حکومتی، و راه اندازی مؤفقانه انتخابات سال 2009 و 2010 میباشد.
حقایق دیگر
کانادا بیشتر از 36 میلیون دالر را برای برگزاری انتخابات رئیس جمهوری سال 2004 و انتخابات پارلمانی سال 2005 مساعدت نموده است. ما همچنان از چند برنامۀ حاکمیت ملی که ولایت کندهار را منفعت میرساند، بشمول پرداخت معاشات مامورین ملکی و کارمندان پولیس از طریق اعانۀ بازسازی افغانستان و اعانۀ قانون و نظم حمایت نموده ایم.
