Afghanistan-Pakistan Border
One of Canada’s six priorities in Afghanistan is to enhance border security, with facilitation of bilateral dialogue between officials from Afghanistan and Pakistan. This is expected to help promote economic development, stability, and security in the border region.
The province of Kandahar is a critical gateway to Pakistan. A secure and well-managed border will help promote much needed economic opportunities for border-region residents. It will also stimulate the flow of legitimate trade and travel while curtailing the movement of insurgents’ arms and drugs at such key crossings as between Baluchistan (Pakistan) and Kandahar.
Funding of up to $32 million* has been earmarked until 2011 for the following activities that Canada is undertaking in close co-operation with the Afghan government:
- contributing to a dialogue between Afghanistan and Pakistan;
- facilitating discussions of border officials from both sides of the border;
- training of border officials; and
- providing critical infrastructure and equipment.
These efforts build on Canadian-sponsored efforts to date, which include bringing together senior border officials from both countries to participate in bilateral co-operation workshops in Dubai, Pakistan, and Afghanistan; funding the Afghan Peace Jirga** Secretariat to follow up on a high profile and successful meeting between Afghan and Pakistani government leaders and tribal elders in August 2007; working with G8 member countries to promote border-region development; and providing technical assistance to Pakistani and Afghan border management agencies.
Canadian objectives for 2011
Canada expects that by 2011 Afghan institutions, in cooperation with Pakistan, will exercise stronger capacity to manage the border and foster economic development in the border area. Indicators include the number of border officials trained, completion of key infrastructure projects at border crossings, and increased dialogue between Afghan and Pakistani officials.

سرحد افغانستان - پاکستان
کمک جهت تقویت توانایی حکومت افغانستان برای ادارۀ و کنترول بهتر سرحد این کشور با پاکستان یکی از شش اولویت کانادا برای پیشرفت در افغانستان میباشد. انتظار میرود که این گام در انکشاف اقتصادی، ثبات، و امنیت در مناطق سرحدی کمک نماید.
ولایت کندهار یک شاهراه اساسی تجارت و رفت و آمد به پاکستان میباشد. یک سرحد محفوظ با اداره بهتر فرصت های اقتصادی که برای ساکنین مناطق سرحدی ضروری است، کمک میکند. این امر همچنان باعث افزایش جریان تجارت مشروع و مسافرت و همچنان توقف رفت و آمد اسلحۀ شورشیان و مواد مخدر در نقاط کلیدی برای عبور مانند بین بلوچستان (پاکستان) و کندهار میشود.
تمویل بالخ بر 32 میلیون دالر تا سال 2011 برای فعالیت های ذیل که کانادا با همکاری نزدیک حکومت افغانستان انجام خواهد داد، نشاندهی شده است:
·همکاری در حصۀ مذاکره بین افغانستان و پاکستان
·تسهیل ساختن مباحثات مقامات سرحدی از هر دو طرف سرحد
·آموزش افسران سرحدی و امنیتی
·فراهم نمودن زیربنا و تجهیز اساسی.
این تلاش ها بر علاوۀ تلاش های تمویل شدۀ کانادا تا امروز میباشد که متشکل است از: یکجا ساختن مقامات بلند پایه از هر دو کشور جهت شرکت در ورکشاپ های همکاری دوجانبه در دوبی، اسلام آباد و کابل؛ تمویل سکرتریت جرگۀ امن افغانستان جهت پیگیری از یک مجلس بلند پایه و موفق میان رهبران دولتی افغان و پاکستانی و بزرگان قبایلی که در ماه آگست 2007 برگزاری شد؛ همکاری با کشور های عضو G8 جهت بهبود
انکشاف در مناطق سرحدی و فراهم نمودن همکاری تخنیکی برای سازمان های ادارۀ سرحدی افغانی و پاکستانی.
اهداف کانادا برای سال 2011
کانادا متعقد است که نهاد های افغانی با همکاری پاکستان تا سال 2011 ظرفیت مستحکمتر جهت ادارۀ سرحد و تشویق انکشاف اقتصادی در ساحۀ سرحدی را بمیان خواهند آورد. علایم موفقیت در این عرصه متشکل از تناسب تکمیل شدۀ آموزش مقامات سرحدی طرح شده، تکمیل زیربنا در نقاط عبوری سرحدی، و بهبود همکاری بین مقامات افغانی و پاکستانی میباشد.
