Rule of Law, Security, and Human Rights

Canada is helping Afghans create and sustain a secure environment that is founded on the principles of the rule of law, and the promotion and protection of human rights for all Afghans.

Canada’s Training Mission in Afghanistan

Canada’s training mission in Afghanistan supports the Afghan government’s and the international community’s goal of transferring the responsibility for Afghan security to Afghans by 2014. Canada is committed to help Afghans rebuild Afghanistan into a viable country that is better governed, more stable and secure and never again a safe haven for terrorists.

Training the Afghan National Army

Building on our experience in developing the Afghan National Security Forces (ANSF), Canada will deploy up to 950 Canadian Forces trainers and support personnel to Afghanistan to take part in Operation ATTENTION, the Canadian component of the NATO Training Mission-Afghanistan (NTM- A).

The Canadian training effort will be concentrated in Kabul with two satellite sites in Herat and Mazar-e-Sharif. Canadian Forces members will fill a number of positions and deliver training in areas such as leadership, health care, literacy improvement and the core professional skills of soldiers.

Training the Afghan National Police

Building on our experience in the development of the Afghan National Police, Canada will deploy approximately 45 Canadian civilian police to Afghanistan to provide mentoring and training to the Afghan Ministry of the Interior and Afghan National Police (ANP).

Canada’s mission will help build strong and effective institutional structures, support effective anti-corruption measures and further professionalize the ANP. A professional Afghan National Police (ANP) is key to fostering stability and enhancing the rule of law in Afghanistan. A credible police force allows Afghans to feel safer and more secure in their communities.

Human Rights and Justice

One of our key objectives is to strengthen the ability of Afghans to advocate for their rights while helping the Government of Afghanistan to fulfill its human rights obligations. Building on our investments, Canada will continue its work to help strengthen the protection and promotion of human rights, and to rebuild the justice sector by supporting targeted initiatives and mentoring within the Ministry of Justice, with a particular focus on women's needs. Canada will also continue to support efforts to bring lasting and durable peace to Afghanistan, efforts which need to involve dialogue with all parts Afghan society, including women and vulnerable groups. Through this commitment, Canada is supporting programs that implement the 2009 Law on the Elimination of Violence Against Women and helping national human rights institutions promote equal rights for all Afghans, and investigate and act on violations.
